My friend is leaving and her landlord refuses to do a walk through

Dear mylot Users,
as ususal, i always come to you in a hurry to solve my probleme and you never turn your back on me.
i have a friend and she finished her PhD recently. she will fly back to her home country on Next Monday and so she asked the landlord to do a walk through with her before leaving to avoid any probleme in the future.she is really keen to leave the country without any problemes as she might return back.
first the landlord came up with something wich is a $100 subleasing fees. my friend agreed to pay it from her deposit although it was't written in the contract; just to avoid any problemes.
second she refused to give her an estimate for the carpet cleaning and she mentioned that she does'nt know and it depends on the carpet's situation.
plus the complete refusal of doing the walk through.
can someone tell me what exacttly can she do in this situation?

Hmmm, sounds like a dodgy landlord to me.
Is there any sort of Tenancy Tribunal or mediation service
available there?
That might be a safer way for your friend to go as then both sides
are protected and fees such as "subleasing" can be avoided.
Its a shame that some landlords try to take advantage of a situation
and their tenants end up getting stung,we have some like that over here also, it makes renting sometimes an unattractive option.
Your friends intention of leaving the country with no problems is awesome,
personally I would tell her not to take any garbage from her landlord and to
use her tenancy contract to its full extent.
As I said above, a mediation or tribunal service would probably be the way to go,
that way the pressure is put on the landlord also, to play the game fairly.
