I don't know but I'd think you do it the same way you sharpen knives.
I take mine to JoAnn Fabric store where once a month they have someone who comes in to sharpen scissors and pinking shears.

I've heard that you can use tin foil. I think you just fold it up then either cut through it or rub the blade edge. I'm not quite sure if it works, but it's a tip anyway. :)

I purchased a scissors sharpner. With the number of scissors my Mom and I have it was a great investment. By the time I finished sharpening all of our scissors the machine had paid for it self! It is a Edge Craft Scissor Pro and we spent around $40 for it. When it would cost us around $10 a pair to sharpen scissors it was worth the investment. You could check Ebay and the Clotilde catalog to see if they have them.
If you don't want to invest in an electric scissors sharpener, you can sharpen them by cutting sandpaper. I tried the foil and found that it didn't really work, but the sandpaper did. Also, when you're at JoAnn's, check and see if Fiscars sells their sharpener separately from the scissors. I have one and it also does a good job of sharpening scissors.
Sharpening your scissors like you sharpen knives doesn't work. Scissors have a different style blade and unless you are an expert at sharpening it could ruin your scissors using a knife sharpener.
Hope I've helped some.

well i would think that the way you are sopposed to sharpens sissors at home would be the same way you sharpen a knife at home at some hardware stores they sell a special block that you just rub the knifes blade along but honestly as cheap as sissors are now a days i would think that it would just be cheaper if you bought a new pair of sissors all together the blade on a new pair of sissors would last longer than the blade on a pair of sissors that you sharpened and i think the sharpening block that i mentioned is rather expensive
