Which Works Best-Safelist or Traffic Exchanges?

I'm using traffic exchanges and safelist to get referrals to my programs, and they both works great for me if I use them the right way. I don't know which one gives the best results because I don't keep track. All I know is that they are 100% free and they actually works. Which one do you like best?

I prefer using traffic exchanges because with safelists their seems
to be more work involved.
I have had good results from safelists but I don't like going
through all the emails.
So I would say that traffic exchanges work better but I haven't
done a lot with safelists.
