Heavy rains = heavy traffic?

I just saw it on the news again. Heavy rains poured in the city and motorists were engaged in heavy traffic flow again. It always happens here in a lot of places in the Philippines, especially in Manila. I can't figure out why... :o
What do you think are the reasons?
Does it happen in your place too?
I'm just stumped, and seriously I'm a bit annoyed.

Hello Lorgen, I have just tried to reply to you through my PM and it won't allow me but I just wanted to say that I appreciate and understand all what you are saying and I guess we are all busy on other levels right now. I am sorry but for some reason I don't even get notification of your discussions which is strange as switched on. I am honoured when you do manged to drop by into one of my discussions.
On to this one though, here in the UK I have been flash flooded and the main reaon for this is blocked drains and pour drainage when there is a heavy rainful an this is what could be haopening also in Manila.

Blocked drainage, huh? I thought those sorts of things happen only in places like the Philippines. Most People here are don't care about junk disposal; being oh so comfortable in throwing garbage in whatever street or sidewalk they are.

Hi Lorgen, It is lovely to see you here again. I think the UK has been having serious problems with flash flooding for a few years now. Only last week a village nearby me was completely underwater and the poor people living there lost all their possessions and are having to live elsewhere at the moment, even though the water subsides quite quickly the clean up operation takes months. There was over a months rainfall in 12 hours and the drainage and watersystems couldn't cope and rivers burst banks also. Very sad but becoming more frequent. Huggles. Ellie :D
