4 & 6 yr old sisters molested

On the news last night they were telling about sisters ages 4 & 6 who were molested while they were in foster care. The 3 boys who sexually molested them were ages 10 and 11, one of which was their brother. The sisters and brother had been placed in foster care because of abuse in their home. The children have been placed back in their home, but the boys will be charged with abuse. The foster parent has not been charged, but her license for foster care has been suspended. One of the boys was her grandchild. My question is why would they put those children back into their home where they were abused? Will these children have to endure yet more abuse? There is something wrong with the system. What do you think about this and what do you think should have been done with the children?
