I think the reason I was charged for receiving funds is that my status is premier. I have no idea why I opened a premier account as I see no benefits whatsoever.
May I know how to downgrade to standard so I will avoid future fees.

Well I thought upgraded members had some benefits.Know I know.I think curiousman there is a our old technique of registering with different usernames.Just alter your address a bit.I am not sure though.

I get charged everytime someone sends me money to my paypal . I upgraded my account and still get charged so I am not sure how to stop the fees . I am not sure when I upgraded if it was to premier status , it just asked me if I wanted to upgrade and I did . Sorry I could not be of more help .

I think Paypal charges a fee for receiving payments regardless of your status.
As for having more than one account here's what it says on the paypal website.
PayPal allows members to have one Personal account and one Premier or Business account. However, each PayPal account must contain unique email addresses and financial information. You may upgrade your account at any time.
So if you have a premier account you can open a personal one with another email address, but you'd also need a different bank account or credit card in order to have a verified account.
