Water submetering? (in Metro Manila)

I don't understand the mechanics in this and would like to know. I've googled it but I haven't found a good answer, except that it is prevalent in rented apartments in Metro Manila. Is this legal? Does the mother or main meter get billed? Just curious. Thanks in advance.

I haven't heard of water sub-metering in metro manila apartments. Our office which is renting in a high rise building has a water sub meter since the building has various tenants. The building admin is the one who install the sub-meter and sends us the reading statement and the billing afterwards which is based on how much we put it in the lease contract. The local water company bills the admin then the admin bills us. It is legal and fair enough both the tenant and the owner benefits, but the rate per cubic should be the same as how it is being charged by the local water company.
