Is it right to call someone a Noob?

Is it right to call someone a noob? If you spend time on the internet, you will for sure know what the term "noob" means. It is used for people that are beginners (novices) and that may act "noobishly" meaning that they either are dumb (ask "noobish" questions) or simply act like total I-cant-say-whats. Of course, everyone is a noob in the begining and there is pretty much nothing you can do about it. But if you are already expereinced and you are called a noob, how do you react? Most people get offended and call it offensive or even racist (in some rare cases). What do you people think? Is it o.k. to call someone a noob?
