Are crash helmets really necessary for ordinary drivers?

Our city had just implemented strict rules on the use of crash helmets. Fines ($30) for not wearing one are equal to the price of a helmet! However, our city has a slow pace and people usually don't go over 50 km/hour!
Me and my husband bought one crash helmet each so that we won't be fined as we frequently travel by motorcycle.
My question: do you think that these helmets are effective? If you were me, yould you buy, too?

I would get one, since a crash helmet will protect you during a crash and getting fined more than once would worth more than the helmet itself. The thing i dont get is why they want crash helmets though...the city i live in only wants people to wear regular biking helmets and the fastest street we have only goes up to 40 mph at the most......
