Is it safe to build a house in an earthfilled area?

Just recently we bought home lot . It is walking distance from school where our kids enrolled. Very accessible to public transportation. The location is quiet, cool as not over crowded that you can still feel the fresh air because it is beneath a private fields. We are planning to a build a real house here but the set up is, it is swampy this time and requires a tons of earth fill to make the area elevated. At the back edge of the lot is a primary irrigation canal. After we will facilitate the area, of course would start our project. Is it safe to build a house on this like of area?I mean safe because the soil foundation is just earth filled? About the primary canal at the back?possible for overflow? I've asked already an engineer with this regard and he said its OK, but i doubted.
