Do you think Google should disclose its program policies?

We have always told many people that do this and that, and you will have a good Google PageRank or your sites will be on top search results. But don't you think that all these are guesses, cause Google has never disclosed what guidelines they follow to determine the value of the web-pages. Being a general service provider and now a huge information reservoir, don't you think that Google should disclose its program policies?
But on the other hand, its also true that if today Goole discloses its policy guidelines, you will have all the spam sites on your search results just from tomorrow. Cause spammers, sploggers are always trying to optimize the SERPs through several Black-Hat methods to drive traffic to their sites. So it is also better to retrict them from optimizing Google search.
So in this situation what do you think that should Google do to help genuine people filtering out the odd ones?
