Steven Spielberg Hand down. He has created some of the most successful films of all time, and he still is. He is a director that has been able to change with the times, create new methods of filming, and set the bar for film directors all around the world.

I think it's hard to say which director is best, really, because each one has strengths and weaknesses as a filmmaker. As an "actors' director," it's a tie between Spielberg and Jackson, who can almost always get credible performances from any actor even in the most fantastical film situation.
As a storyteller, George Lucas is perhaps a tad better than Jackson, but not by much. Indeed, Lucas inspired Jackson to become a director after the New Zealander saw Star Wars as a teenager in 1977.

I actually consider George Lucas to be a better visionary storyteller than a film director, I like spielberg's films, but Jackson won my heart with those hilarious horror films he started out with...I really can't say.
