Criminal Contractors

My dad is a private contractor, and he is good at what he does and has a kind heart and, therefore, would never do anything like this to anyone. I just can't believe laws like this exist, and no one has thought to do anything about it before. It's a shame that people like this make it hard for my dad to be trusted in his profession. What are your thoughts on this article? I realize this deals more with legal matters than construction, but since the criminal is a contractor, I felt that it was fitting to put into such a category.
