How is RIM pick an telecom operator to distribute their devices

Hello, Im from a country that have 3 operator that operate RIM Blackberry services... but the problem is , if RIM has subsidized their device to be sold with a contract to the operator's, so why is the pricing is so high ... by the way, i lived in indonesia where unlock handheld is hard to be found ... and i cant buy it online because "E-Bay" doesnt support indonesian credit or debit card ... any solution to have blackberry device and services as low as US or other country price ... thanks ..
