are you running windows? then is it Vista or XP ? and i know this may seem a bit drastic, but can you stand to reformat and reinstall windows?

What version of Windows are you using? Also, is the user profile you are trying to install from have Administrative privileges? If it does not you will have to log into an Admin profile and install from there.

assuming that's a registry issue ,if u did not backup ur registry..there's no hope things can get right until u install a new windows ..if it's a virus, i suggest u examine the easy step 1st : run system scan for viruses then system chkdsk
..if the problem persists , install the new clean windows & everything is gonna be okay i hope.
