Recommended toner?

I'm looking for a really moisturizing toner. Now the weather's getting cold, my moisturizer isn't cutting it alone. I'd rather put a moisturizing toner (or serum) under it than go for a heavier moisturizer, because while I have really dry skin, heavy moisturizer just makes my face oily. Any recommended brands for a gentle, non-stripping toner?
