When you look into the eyes of your partner and say I LOVE YOU, what does it mean to you and how do you think they should respond? Mind you I am talking about when you express this feeling from the heart, not when you say it just because they did.

Hi.
For me love everything. It is something you should feel and not what you should think of in this way or that way.
When I proposed the girl, I meant that, I have never been able to imagine anything without her and neither do I want to be able to do so because with her alongside me, everything else is so very beautiful. I meant that my laugh is incomplete without her smile.

My favorite definition of love comes from the Bible in 1 Corinthians 13:4-7
"Love is patient, love is kind. It does not envy, it does not boast, it is not proud. It is not rude, it is not self-seeking, it is not easily angered, it keeps no record of wrongs. Love does not delight in evil but rejoices with the truth. It always protects, always trusts, always hopes, always perseveres."
So, if I'm exhibiting love, that's what it means. I'm kind and patient with the one I love. I'm not easily angered and if I forgive something I won't bring it up again. I'm honest. I want to protect the one I love. The one I love has all of my trust. I am hopeful about our future. I'll want to do things to make my love happy. Even when times are tough, I'll persevere if it's really love.

So true, but love requires more than just the words. It requires proof - action - that demonstrates that love.
