is english so difficult?

nowadays,more and more chinese are studying english by tv ,radio or training center
even in university.but why,dispite of many students have been learning for a long time ,but most of them who are just good at in english grammer but can't speak frequently. is english so difficult?

Learning a language is not a difficult task,but speaking in that language is difficult.With out communicating in that language,it is very difficult to master it.

I speak / write English as my native language so, no I don't think that English is so difficult to learn. I am having difficulty to learn Tagalog which they speak in the Philippines. I would think that trying to learn Kanji or other such languages would be much harder than English.
