I have question about Paypal and AlertPay

I have account of Paypal and AlertPay
My problem is
# AlertPay my document that AertPay want I have not send yet (I send 1 doc. but to remain 1 doc.)
# PayPal I have not verify my card yet
My question is I can use AlertPay and Paypal for keep my money online or not?

I don't use AlertPay so I don't know about that, but I've used Paypal. I don't have a credit card, so I can't verify my account, but I can keep my money online no matter what. However, a friend of mine once says that you shouldn't let too much money sit in your Paypal account since somebody MAY get it.
So, for safety reasons, every time I've reached a little over €100, I transfer the money to my bank account. The thing is that if I transfer money less than €100 to my bank account from Paypal, I have to pay €1 fee. If I transfer money at least €100 from Paypal to my bank account, I don't have to pay the fee he he he...

well for some reason paypal wouldnt let me use the money i had on the account, UNTIL i verified my account. I wanted to try to protect my banking info, but there was no other way, they wouldnt let me spend it any where online.
