They are preparing for wire transfer
OK. I think the reason is that they don't have money to pay! They wait for members to invest and use their investments to pay old members. It has become a ponzi scheme. Neobux doesn't have this problem because they rent referrals instead of selling. If you sell you only get one timepayment. Renting is recurring.

I don't think the issue is instant payment,I feel is that it might lead to too many fraud payments if they don't have a good security so they stick to the old method

Let's not assume that all the sites do not have funds.
Take IM for example. If they have lots of money then why should they not pay instantly you ask - while they keep the money on their side of the fence and invest it it is earning money for them, so why should they?

It is simple. They don't want to pay their members. I mean they want but not early. But one thing is good about them. They have not thought about wire transfer.

Why? They need a good script and a team of skillful programmers who will monitor the transactions so no one can cheat, because if they've been cheated by somebody they could lost thousandths of dollars every minute.
Why, can't Isabelmarco do that? I think, they doesn't have enough funds. Since if you'll implement this they could spend dollars every minute and that's not easy for them. Remember, they ask for donations before right?
Did you notice that many sites will now implement instant payouts in their system, that's good news for us. But, I don't know if they'll stay longer. I wish them good luck!
