What is "L33t" ?

Not only do I occasionally have trouble understanding L33t, but I don't get what it is. Where did it come from? How serious is it--is it just a running gag of sorts?
Are we really creating text-based dialects? Is this along the same lines as "texting language?" (i.e. OMG!!! ROFL!)
Is there some kind of consistant formatting I could use to interpret L33t statements I've not seen before? Or is it more "dedicated" like reading conji, where you just have to learn each one? If so, roughly how many words does L33t have? If I get Microsoft certified, will they teach me to read L33t?

Ya usually hackers use this,Leet may also be considered a substitution cipher.
i dont think they teach this L4NGU4G3 in any professional coarse
,
even though its bit difficult to decode l33t language
,but once you get used to it, its really fun as many people wont understand it.
