hOW TO HANDLING SMALL TALKS

in business encounters, to talk or not to talk is not the question . Just as it 's impolite to monopolize , it's rude to stay silent. People mayb interpret silence as hostility or disapproval. Please tell me how to know both when to speak and what to say ??????????????
