We keep hearing Obama say "the failed policies of the last eight years." What are the failed policies?

I'm a Bush supporter, but I can answer this one.
Bush's policy in Iraq after the Hussein was taken out. The war went almost flawlessly, but there were major blunders in the aftermath. It wasn't until Bush replaced Rumsfeld and Gen Abizaid that things turned around.
Bush allowed Senators and Congressmembers to openly defy his foreign policies to go unchallenged. They broke the law, misappropriated the funds and equipment used on those trips and violated their oaths to uphold the Consitution.
Bush never challenged the popular notion that the president is responsible for everything that happens at the federal governement. Congress has been able to point successfully point fingers at him for things that are their responsibility.
Bush never challenged the complete and total lie that the Hurricane Katrina response and recovery was his fault. That idiot Mayor Nagin and the Incompetent Gov. Blanco pulled one of the biggest scams in US history, and laughed all the way to the bank when Bush got blamed. They both have blood on their hands, but because Bush didn't do anything about it, most Americans just think Nagin and Blanco look good in red gloves.
There are a few, I'm sure the Bush haters will come up with others.

xParanoiax: The first federal disaster type agency started in 1803 and there have been federal disaster agencies of one sort or another ever since. But the one called FEMA was started in 1979 by Jimmy Carter. One of the few things he did right.
Prs. Bush did put FEMA under the Dept. of Homeland Security though. Most of what FEMA is blamed for was never their job in the first place.

*raises a hand* I'm not a hater (nor a supporter), but didn't Bush create FEMA?

I would like to add this: A great number of the people who stayed behind in New Orleans during Katrina did so for the OPPORTUNITY! The opportunity to loot the unattended stores and businesses. What they didn't count on was the levy breaking.

Foreign policy, economics, alternative energy (they picked the wrong kind to peddle), government spending...and things tied into, oh, say...protecting civil liberties...they seemed to be kinda lacking in alot of areas.
Which is very unfortunate.
OH OH! Remember No Child Left Behind?
Alot of it seemed to be...I don't know, optimism and politics? But who knows root reasons at this point.
Hey, how about a counter question? I keep hearing that Bush wasn't that bad of a president...and while I'd hesitate to say he's the worst on occasion, I don't deny that he might be going for the "worst" position on purpose with how he goes on about legacy and being remembered by history and all.
Can anyone tell me GOOD things he's accomplished over the years?
I can only name one: he participated in some partnership program I think...with Canada on helping encourage the creation and science behind algae fuel.

No Child Left Behind, The Real ID Act, The Patriot Act, The FISA rulings, The Bush Doctrine, Extremely High Inflation Rates through Overborrowing/spending, now the bailout which has officially deemed us as a new Fascist Socialism......worldwide distress, economic beligirence, crashing of the dollar, removal of our basic bill of rights, the highest national debt in history, the most thinly stretched military world wide in history, should I continue?
Also, I know Obama supported half these bills when they were passed, so he's no better, just thought I'd point out these flaws, mostly on Bush's behalf.
