What were these Judges thinking???

For some odd reason i picked up the newspaper this morning and i read this one article and i can not help but ask..What ere these judges thinking..here is the link to the article....http://www.thegallatinnews.com/index.php?option=com_content&task=view&id=186&Itemid=9
Its basically how these women got away with lying about there income to pay less for rent in government housing. It says how one was arrested for theft of services, and because that type of housing is not a service as defined in state law she could not be found guilty. It states that the Attorney General is going to try to get that changed.
My major problem with this is..why on earth would someone put this in the paper. Its basically telling people you can rip the government housing people off by lying about your income and get away with it. So whats your opinion..should it have been put in the paper?? Should these people get away with this?? Should this really have been put in the paper??

The thing is, at the moment, they are getting away with it. I think putting this in the paper is just teaching others who to scam the government.

It's pretty similar to the press putting in the paper that sadam hussein is believed to be in a bunker on such and such street in such and such region. Okay, he sees this on CNN and then moves. *sigh* Or similar to how some thieves robbed a bank and how they did it. Now everyone knows right? Sometimes I wonder why these people think that they need to put that stuff in the media. I mean, reporting on it..okay. Telling everyone how to do it?? ahem, not a good idea.

If you want a how to manual on anything illegal...it seems all you have to do is read or watch the news.
