What do you do when he says "I love you" too soon.

It's happened multiple times in my case. There's the strange ones that one day after you meet them are calling you at three in the morning to say they miss and love you...then there's the ones who wait at least a week before engaging in such activities. But what if you're in a good and developing relationship, but it's still in it's beginning stages. Say it's been a few weeks or a few months but you're just not there yet. How do you respond when he/she says those three words but you're not ready to say them back?
