Why can't you have them both? Have your best friend as maid of honor and your future sister in law as a bride's maid. The worst thing you would have to do is find another guy to be a groomsman.
Your sister in law should understand your desire to have your best friend as your maid of honor and be perfectly content as a brides maid. If not, have your fiance make her the "best person" instead of having a best man!

I already got married and it didn't go the way that i wanted it to. So much drama with his sisters. Unfortunatly we only wanted 3 bridesmaids and he has 3 sisters so that was that.

see, marriage duties is starting to show. Compromise. Although on my case, it was husbands best friend or my brother lol I gave in since only few on my husband's side were there. And i gave the duty of my secondary sponsor to my brother. But a week or two before the wedding, my husband changed plans due to business so, my brother came right back into a groomsman.

I had the same dilemma when picking my bridesmaids... but i just chose who I wanted and he chose who he wanted for his guys...
