Hi there. I am the wife of a police officer. What you have heard is true, it's called the PIT maneuver. Police use it to stop car chases that could injure numerous people. The police car gets close to the criminal, and puts the front of their car (in front of their front tire) up against the back side of the criminal ( behind their back tire) and pushes a bit. This makes the criminal car spin out of control. It gives police a couple seconds to all move in, and block the car in so that it cannot drive away. This saves so many peoples lives and it's very rare that you hear of this maneuver hurting anyone. I don't think I've ever heard it. If you go to youtube.com and type in PIT maneuver, you can watch videos of it happening. Hope that helped :)
