How do I start a Wiki website?

I'm looking to build a wiki website similar to Wikipedia.Would I have to do any programming (HTML)?

well.. actually.. even if its not a wiki-like website you're planning to make, as long as it is a website, you need to use HTML. and if you really intend to make something like wikipedia, you'll also need to use CSS, JavaScript, and PHP, and probably a few more server-side scripts to run it properly.
