cloud69, yes hits4pay is a legitimate, free program and has been around for many years now. They pay.
I'm sorry to hear about your bad experience with slashmysearch, it's just the reality of these online programs. Most of them don't survive more than a year. Some even start paying for some time and then they just disapear. Fortunately, they are free so you only lost time in it instead of money.
I think they might have declined you because you are not in the US. But there are other programs that are international.

yes they do a friend of mine has prrof with refferals she paid over $200 so far with them

Hi! Yes they really do pay out.
My first payment was thru check. The succeeding two payments are made via Paypal. They are really on time on their payments also.
I don't get much emails from them though (since I am from the Philippines), so it really helps if you have a lot of referrals.
