Anytime you feel like reading, have time to do it, and have an interesting book at hand, is the best time to read. I don't really put reading on a time schedule, but I read almost any free time I have.
If it's because of your eyesight, then find a good place that is well lit, quiet and conducive to concentration. You will probably enjoy your time reading in such an atmosphere. If morning works for you, then so be it. There is really no specific good time on when to read. It is really your choice.

The best time for reading is when you are fully rested and rejuvenated, when it's the quietest in your household, and when you feel the most inspired to read. I wouldn't make getting up early a regular thing unless or rather until you can balance it and any other things you may have to do that day.

Any time is the best time for as long as you are rested and nothing is disturbing or worrying you. It could be in the morning, it could be at noon, or even at night. For me... for as long as the place is quiet...no disturbance...no worries.... then I could always read and understand what I am reading!

Every individual has his/her own individual time for reading. Moreover, this time tends to change. Once I used to read at night, round midnight. There was no better time for it. Now I perceive the evening as the right time. Time for reading depends on the mood. And my evening mood is for now:) I'd like to start a day with good passages from a book. But not now, maybe I'll grow to 'the morning mood':)
