Why is it that everywhere we live, we have bad neighbors?

We live in an aparment with 4 apartments in this building. Three of the apartments share the same parking area and drive way in the back which includes us. Our landlord told us that we can have two cars but that was it. We had a neighbor that would completely block the driveway and block us and our other neighbors in all the time! She would tell us that if we needed to go somewhere to just honk our horn. After months and months I ended up losing my cool. I told her that I was not going to stand outside with my kids honking until someone came to move the car when all they had to do was pull up and park a few feet away from their door. They would have about 5 cars packed in back there all night and one time at 4 in the morning, my husband barely got out for work! I told her that neither one of us were going to wait and honk especially at 4 in the morning. I was tired of being nice. I want to be able to leave and come back home. Is that too much to ask? Now we have other neighbors with kids that break glass in our driveway, throw trash everywhere, and taking stuff off my porch! What is it with people? Do you have the same luck or is it just me? What's your story?
