Why won't they fund embryonic stem cells research?

Embryonic stem cell research will cure a lot of diseases, and so why is the government holding back so much from funding. I know is an ethical issue but it will save the world. We will only use a limited or donated embryos and not everyone's, so what are we concern about. Abortion is legal.
