Troubleshooting a CE motherboard in a HP Computer

When I power up the computer, nothing happens! No beeps...nothing! I am assuming it is the motherboard. Trying to identify the motherboard, I see info that states P4SO-LA followed underneath by the letters CE. Is this a CE motherboard?

Thanks for your response. The problem still exists. The computer is an HP Pavilion a 250 n. By the way, I am studying system administration as well.
