Wells Fargo Keeps Emailing Me to Activate My Account - Is this a Scam?

I never applied for an account with Wells Fargo, although they say I did. Now they keep sending me e-mails asking me to activate my account. I know there are lots of bad groups out there impersonating banks; is this the same thing? Does anyone know about this? Has anyone else had this happen to them? Who do we report it to?
