Thinking "outside the box" is the best way to clear the creative block.
Thinking "Outside the Box" means
Willingness to take new perspective to day-to-day work,
Openness to do do different things and to do different things differently,
Focusing on the value of finding new ideas and acting on them,
Striving to create values in new ways,
Listening to others,
Supporting and respecting others when they come up with new ideas.

Well, I do have an Overkill solution to your problem, I use it with great success myself, but it may not be quite up your alley :D
Salvia Divinorum.
If you look on some of my posts I recommend it from everything to religious activities, meditation and good old getting high, to overcoming depression and fixing sleep disorders. Sounds too good to be true, but at least in my life it is not, it is plain every day actual fact :D
Back to your creative problem, you could take the approach of doing something different EVERY DAY. Like tie your shoelaces with the other hand. Drive to work on a different route, and come back on another. Listen to new music, a new artist every day, that you would not normally listen to.
Take any cheap hobby and try your hand at it. Drawing, painting, playing an instrument, etc. anything that you find to be a good idea and is reasonably priced, and available to you. Learn a new language, watch different TV channels, browse / join some new forums and sites you never checked out before.
But if that sounds too slow and roundabout, one hit of Salvia Divinorum will take you in a lightning-speed trip around the world, the universe, the skies and moons, the dreams in your sleep and the days of your childhood, and when you come back 20 minutes later, you will KNOW that everythign changed, that the world is FAR bigger than you thought, that your abilities reach FAR FAR higher than you originally thought, and also you may find that you are naturally drawn to new things: religion, matters of the spirit, sports, meditation, certain kinds of art (it was glass blowing, painting and dancing for myself).

I don't know for sure how to become a "creative person", but I do think that everyone has different kinds and different degrees of creativity. I know for myself if I see a new kind of craft or hobby that looks interesting I give it a try. In other words I think that everyone should keep trying different things until they find a medium in which they can and do feel creative. The only problem with that is, you may end up like me and have more creative hobbies than you do actual time!
