The time required to charge a cell phone's batter depends on the capacity of the battery and the type of charger being use. But you must charge your cell phone battery when necessary so that you can be able to communicate with other people. And overcharging of the battery can cause it to overheat and can result in damage to the battery causing degraded performance and eventual failure. Now I just want to ask you this question, When is the best time for you to charge your cell phone's battery, when there's still one bar left, when the battery is low or when totally empty?

You should let the battery run out completely a few times, when the battery it's new, after that it's OK to recharge it when the battery level is at 5-10%. Although with modern batteries (Li-Pol, Li-Ion) it's not really necessary to let them run out completely.
