Are there any free photoshop-type of software that I can get?

I need something more advanced than the typical editing program that comes with windows. I don't want to spend a whole lot of money or anything because I only need it for a birthday party that is coming up.

i use GIMP.
it does the same thing PhotoShop does but, IT'S FREE!!!
here's the version i use:

they have newer versions but i see complaints with them, so i would stick with the older version.

Try this link, With Adobe Reader you can download for free Adobe Yahoo! Toolbar and Adobe Photo shop® Album Starter Edition. If you don't want to download Adobe Yahoo! Toolbar then uncheck the box. It takes a while according to your downloading speed.
