If you have a regular personal account, there are no fees for PayPal at all.
What earnings are you talking about? I'm not sure what you mean by 'take out $5 of my earnings'. Earnings from where? If you are talking about something you earned on another site, there is no way we can tell if they have any fees associated with anything, but PayPal will not charge you any fees.
If you have a business account, I don't believe there are any fees involved with getting fees from PayPal to your bank, but there is a small fee per transaction when someone sends you money to your PayPal account.

It depends on what sort of account you have and where you are. If you have a free personal account, as far as I know there is no fees for money you move. If you have a premier or business I believe it is a little over 1% per transaction. If you look at Paypal's FAQ they should have that information available. :) Hope this helps.

I thought it was free for the US, if not,it is 25p in the UK for transactions under £50 and free over that.

It depends on what kind of pay pal account you got. I have two pay pal accounts and both are personal but one is upgraded so I can except credit card payments and sell on eBay and on that account if I am transfer 5 dollars from another pay pal account then it cost me 50 cents but if someone pays 5 dollars on a credit card then nothing. If you have a free non upgraded account then it should be nothing but if you have business account then they would also be a fee. The transfer to your bank should be free or at least it is with my two account pay pal account.
