Should young girls/boys who have babies, and want to keep them, be required to take parenting classes, if they are going to get financial support from the government? would such a thing possibly help to ensure that babies are raised with parents who are supported/educated rather then just supported financially?

I totally agree with that. If we expect others to be responsible for their actions we need to set an example. Having them take parenting classes means that we can help teach them ways to cope with raising children and how to deal with the stress. It helps not only the children but the parents and everyone in the end.
