Encroachment of roads is a common problem here in my city. Shop owners and extending their shops on the road by putting up temporary structures and some have even built proper structures on the road causing huge hinderence in the movement of traffic. The worst part is that the administrations seems to be least worried about the situaton and do not take any corrective action. Even if they try political presssure from the regional leaders make their task immpossible. Is your city too suffering from this issue or is it a well managed one free from such hinderances.

This would be illegal in the US. We have so many building codes. Every road has a "set-back" rule. It is a predetermined distance away from the road that you may construct a building. The same goes for Signage on businesses. There can only be so many signs and they can be only such and such size. They have to be placed at a certain distance from the road etc. Most of these rules are set up by local governments. Any type of construction is regulated and requires permits and inspections. Different areas have different building and construction codes. Ignoring these codes could mean very large fines, depending on the local laws.
