Is there any software that can change the ip address or hide the ip address ? Or anyway to change the Ip address? My os is Windows XP

You don't need any software to change your IP address.You can simply change your Dynamic IP address by resetting the modem/router and if it is Static IP address you can contact your Service Provider and get a new IP address.Before and after you can check your IP address using the site http://www.ip-details.com/ .

Before trying any other methods to change your IP address, try turning off (or unplugging the power of) your Cable/DSL modem for five minutes. In many cases this will change your IP address. However, if that does not change your IP address, repeat the process for 8 hours (overnight works well) instead of 5 minutes. Hopefully this will result in an IP change.

Linux
Go to System Tools - Network. You could also use tools as 'linuxconf' or 'netcfg'tool.

There are a lot of softwares that changes your IP address and some of them make the use of prosy servers. Some sites deny the access if you were using a proxy servers. Any how if you can successfully catch a similar IP address or a proxy servers with lower pinging times, then you can make use of it. You can find a software by searching proxy softwares or ip address change or hide my ip.

You can only change ips but i think if you hide your ip you'll not be able to communicate with other computers on the net.I once tried to hide it but all i got was "no connection" but you can use hide myip and it will change your ip address after a certain time depending on what time you need it to change the ip address.

First of all an ip address is used for each and every system not only a pc even servers and websites use ip addreses its like a telephone number with dots in them. An isp issues 2 types of ip addresses one is called static and other is called dynamic whats the differance. Static as the word indicates ur ip address remains constant like ur mobile phone no: it dosent change w/e u call someone they see the same no: everytime u call them where as a dynamic ip is like a pay-phone each pay-phone has a different number so when ur calling someone from a pay-phone everytime u call them u would be calling from a different no: since u use a different phone everytime. Most of the isp's in India use static ip addresses Airtel and Reliance and Tata use static ip addresses however there are exceptional cases where u do have a dynamic ip where the same service providers gives u a dynamic ip address, now when u have a static ip address u can never change ur ip address unless and untill the isp authorises ur ipchange i changed my ipaddress by calling Airtel and telling them that i wasent able to view a website and they changed it since i really couldent. The thing is u can change ur ipaddress manually its really simple all u need to do is go to command prompt and type there ipconfig/renew and see what happens if it says operation failed then u have a static ip if it does perform the operation then u have a dynamic ip. If u do have a dynamic ip the ur really lucky because with an dynamic ip address everytime u connect to ur internet ur ip-address will change automatically every time u dis-connect and re-connect and u will have a changed ip-address everytime u log-on to the net. All the software on the internet are realy and they do work but they wont work if u have a static ip-address those softwares work only for a dynamic-ip. It all comes down to ur service provider it is only upto him to issue u a static-ip or a dynamic-ip.
