how to get a starter on my 1978 chevy 350 engine to fit.

I bought a new starter for my husbands chevy truck its a 1978 350 engine and I can't get the new starter to fit even with the shims that came with it, it is almost 1/8 in difference what am I doing wrong? the truck is a 1979 but the engine is a 1978 that won't make a difference will it? yes I know you are thinking a women is asking this question but I do work on stuff alot,and I would appericiate any help with this that I can get. thank you...
