Hello. I recently sold a LAPTOP on Ebay. So, here I am with 2,000 in my paypal account. I would like to send this money to my best friend since I cannot upload it to my bank. She will cash it out through her bank and give me the cash. Let's highlight my question: Is it POSSIBLE for Paypal to withdraw the money that I sent to my friend? (since I will be oweing paypal funds soon)
The reason why I wanted to send this money so quickly is because I learned the laptop I shipped is to a Nigerian scammer. So, paypal will find out about it in a week so I wanted to send my money to my friend before they can BLAME me doing their limited account/ $-2,000 in funds I owe them BS. It's my money, and I'm going to keep it.

You need to contact Paypal and ebay about the scam and they should sort it out. If you have been scammed then the money isn't yours, you'd be merely stealing it from paypal instead.
That aside, if you do that and end up in $2000 debt to paypal it just means you will never be able to use your paypal account again.
I'm not sure I understand the entire situation tbh, like if the buyer was a scammer, then how come you have the $2000 in your account in the first place.

That is very true. Yeah, come to think of it I would be stealing and that is no good. I just recently reported it to PAYPAL, but it is not fair how Paypal BLAMES you for getting scammed and you are responsible to pay them.
Well, I know the buyer is a known scammer, I looked him up on the Ebay seller forums and other people warned me about him. Soon he will do a chargeback for the money he sent me that's why I was trying to send it to my friend right away so I at least get the money for my laptop in cash from her.
Paypal has done this to me once before and I do not want the responsibilty for it because in the first place they shouldn't allow CHARGEBACKS espeically when I've sent Paypal the customers tracking number and everything along with Signature needed for dropoff. Shows proof that this is a legit sale and the buyer is a scammer but paypal does nothing for my protection so I will just take their money. If they want to sue me, that's fine.

If it's a scam, how is it that you have the money in your account?
