Help about payPal limitation

My account got limited recently. To remove the limitation, I need to submit my proof of address. I choose to fax the documentation but on the fax cover sheet, there is a yellow box on the top with warning message, "Some required information is missing or incomplete. Please correct your entries and try again" Why is that?

Hi there, I got the limitation status after I just joined the PayPal. I just scan a utility bill that had my name and address and submitted to them. In a few days the limitation is gone. i think you should scan and send it online cause its easier.
