Nasa wasting time and money-please read and comment

Today i actually realized Nasa has been wasting money and time for nearly 40 years, mans greatest accomplishment was landing on the moon, and it stopped there.50 years later, the only thing thats still there is an american flag. Nasa'a priorities are screwed, we are in the 21st century, why is it we dont have humans living and working on the moon? isnt that the just of nasa, to explore and expand? seems to me that all the studies they are doing today should be halted only to be continued once a base is constructed on the moon, isnt that the next step to going further and faster in space exploration? Wouldnt that make studying space easier?
