Using traffic exchange sites to promote PTCs' links?

What do you think about using these sites to get referral for PTC?
Btw, what are the ways for you to get more referrals?

i've used few times traffic exchanges sites with 100% of "no success" every time...i've opened a blog in italian language, i'm italian, and from there i've 2 or 3 referrals every week...it's not bad,i've only 15\25 visits every day but are interested visitors...not people that look your "spot" only for credits don't care what's write on his monitor...i keep my credits from starreferrals.com,getref.com,simplerefs.com,programrefs.com just for take referrals not to promote my reflinks,i never had success with traffic exchanges sites!

100% of "no success"? This should really make me down, althorugh I do not hope those sites can give me referrals, so you think a blog is a MUST for every one who wants earn online? I have a blog, but I do not know how to make it to attract people.

I once used a few but since they didn't seem to work, I stopped using them.
You can get some refs with GetRef.

I've got some referrals from manual traffic exchanges before. But, now most of them are inactive.
