Can my site's PageRank decrease if i advertise it on wrong places ?

I have a serious question
many website claim to submit your ad to millions of pages and blogs etc
so i want to ask that if it may be dangerous for the reputation of my website ?
If I submit my link to a site which is considered as not fair in google's view then will they punish my site for it ?
or in simpler words. does page rank decreases when we get a backlink from low quality sites ?
