Who's right, the mother with the baby or the reversing car???!

Today, I was haggling on something I saw, and I thought I'd share your thoughts and find out who actually would be wrong here.
In a shopping car park, a young found an appealing spot to place a car into. She checked all around (I witnessed she did) if the coast was clear and proceeded forward and then to reverse in the space. As she was judging the space and going back, a young lady with a pram walking up from the mall, decided to walk through the empty gap. Clearly, the reverse lights were on and the car was moving. Yet this lady, walked into the spot and froze hoping the reversing car would see her. The reversing did not see her and only stopped when the young lady banged the rear door whilst the car pushed the pram back.
Luckily, the car was not reversing at speed, and the mother eventually caught the attention of the driver.
But, the driver was amazed that she was even there, and why she did not wait or even move back when the car was reversing? Moreover, when the mother was asked, she replied 'I'm walking here, what do you think I'm doing?'
So who's at fault, the driver, who initially checked all around, or the pedestrian who suddenly appeared, without roadsense with a pram directly into the path of the car and expected to be seen??
