How do I get a video from a VHS tape onto my computer?

Hello.
I've been trying to get a VHS (VCR) tape onto my computer. I've heard that you can buy some kind of card to help you do this, and have heard it costs anywhere between $40-$100. I don't want to spend much if any amount of money. Meaning, if I already have it, awesome.
Is it possible to use a digital video camera to do this? For example, hook a VCR up, and use a cable to connect the VCR to the digital video camera, then use a fire wire to hook the video camera onto the computer, using a program to record it?
Any other ideas on how to do this? I really want to get some old videos I have on VCR onto my computer. Then hopefully convert it to a MP4 file to play on my PSP.
What would the quality be if I did get it onto my computer?
Any ideas, tips, comments, suggestions, anything? I really want to do this.

P.S. My video camera is in my dad's truck, which is in the shop. The fuel pump died. I'll be getting it back tomorrow.

Without a TV card I don't think that you could do that.. A few years ago I did the same thing that you are trying to do, and trust me, there is no other way. you must have a tv card.. connect the output from your vcr to the card and the audio to the line in of your computer and play and record what you are playing.

There are a few ways you can do this. Most require you to buy a card or adaptor of some kind. The dazzle convertors will do it. A simple TV card will do it and they cost practically nothing these days.
There are larger more professional units you can buy which i guess equate to your upper costing, but the tv cards probably work out to about 20bucks max. I imagine you'd pick one up alot cheaper on ebay.
