you can choose a program which is named by Discuz .IT's a famous program that was used to create a forum ,you can search this program by search engine .What more important is that this program is free ,Everybody can use it by free .Although it's free ,but it's functions is many .There are so many people ,organizations and company use it to create a forum .If you want to know more about it's functions ,just download it and try it .you will be astonished .

Hi, ya I found that quite many forums are using by Discuz. Thank you for reminding me about it. I will download the program and try. However, I am not sure how to kick off creating a forum after downloading the required program. I am not sure about issues that are needed to take care of in managing a forum.

Well, it depends on what you want to do. There are several free forum sites that are quite easy to start up. I use Zetaboards to start one myself. I think some of the free website sites also offer forums to go along with it, but I'm not really sure. If you are looking for something that you can customize better, you may have to pay for the forum. I would suggest doing a search on your favorite search engine to see the options available.
